United Nations Security Council
Founded in 1946, the United Nations Security Council (UNSC) is the organ of the United Nations responsible for the maintenance of international security, development of allied relations among nations, and promotion of human rights. As arguably the most publicized and most powerful UN body, the UNSC is made up of 15 member states—five permanent and ten elected for two-year terms by the General Assembly. The permanent members, known as the Permanent Five (P5), are the United States, China, France, Russia, and the United Kingdom. Each of the P5 possess the power to veto substantive UNSC resolutions whereas the other ten elected members do not.
The UNSC is unique in the UN as it is the only body with the power to make decisions that other members are obligated to follow. Under the UN Charter, all member states agree to accept and carry out decisions made by the UNSC. In situations where conflict cannot be ended by peaceful negotiations, the UNSC may choose a variety of courses of action, such as dispatching peacekeepers, enforcing economic sanctions, severing diplomatic relations, or even pursuing collective military action.
As one of CAIMUN’s hybrid committees, the UNSC’s first topic follows the regular rules of procedure while the second topic follows the crisis rules of procedure. The UNSC is also designated as an advanced committee, most suitable for delegates with extensive experience and debate knowledge.

Erin An — Director
Erin An is a Grade 12 student at Sentinel Secondary School and she is delighted to be directing UNSC this year at CAIMUN. This is her final year of Model UN after 5 years as a delegate and staff member. Model UN has taught her to not only be a quick thinker, but an experienced speaker and leader. Outside of MUN, Erin can be found at home, listening to the same musical soundtracks for the 15th time, watching emotional-horror movies and reading sad East Asian novels that are not as niche as she would like them to be. In her Model UN journey’s grand finale, she hopes to make UNSC a committee filled with vigorous debate and happy memories.
Justin Guo — Assistant Director
A ninth grader at Saint George’s School, Justin is ecstatic to serve as the Assistant Director of the United Nations Security Council. Ever since his first speech back in Grade 6, he has wholeheartedly embraced the Model UN experience. Although he started out unsure and nervous, the excitement of MUN quickly dispelled any doubts. From the many tiring yet thrilling hours spent debating on the conference floors to the chaos that unfolds in crisis committees, this activity has always held a special place in his heart. Away from the conference floors, he can often be found tinkering—often haphazardly—in the chemistry lab, drinking an abhorrent amount of coffee, or binge-reading political articles. Justin is incredibly excited for the fast-paced debate and diplomacy that will take place this iteration of CAIMUN.
Soobin Lee — Chair
Soobin Lee, a junior at Burnaby South Secondary School, is honoured to serve as the Chair of the United Nations Security Council at CAIMUN 2025. Since her first day in Model UN, navigating the complexities of a large General Assembly, Soobin has become a passionate advocate for debating international issues. In the process, she has created lasting memories and formed meaningful friendships, and she hopes to foster an environment where delegates can do the same. When she's not passionately debating global affairs, you can find Soobin enjoying a good book at a cozy cafe downtown, binge-watching Suits and Modern Family, or indulging in a prolonged nap. She looks forward to creating a stimulating and memorable experience for all delegates and wishes them the best of luck at UNSC.
